This was originally closed as an environment issue from the user. Since
then, 2 more users have expressed that they have encountered the same
problem.

This therefore seems like a valid issue that should be looked at. I
Subscribed ubuntu-server to it and set to New from Invalid.

Reporter was originally going to do the debdiff but dropped it, so this is
good for someone to pick up. Ubuntu Server is already subscribed and has
server-todo so I didn't touch the bug, just noting it here.
