status=1/FAILURE)

I checked jammy, noble, oracular, plucky, adjusted the tasks, and
expanded on Bryce's older comment asking for an actual impact of the
bug. If it's just the error message in the logs (I noted that the
service is NOT in a failed state, because the ExecPreStart command has
a "-" prefix), then the impact is less severe.

Potential security regression. I checked the mentioned upstream bug,
patch, and we don't seem to have that applied in our focal packages. I
tagged it with regression-security and subscribed the security team to
the bug.
UPDATE: between the day I wrote the above, and today, the bug was
fixed by the security team.

There are PRs up for review that need a technical review, and triage
is not the time to do that I'm afraid, as it needs more time :(
