LP: #2097568: qemu-net-iscsi autopkgtest fails on arm64
Spent some time on this one, wanted to check if I could reproduce it
on my raspberry pi5. But that led me down a rabbit hole of plucky
arm64 containers not coming up correctly for some reason, it's like
they never finish booting, and are left very incomplete: no network
(nothing in /etc/netplan), no journal logs, the system still thinks
it's booting up after dozens of minutes.
