Added to Server ToDo.
This needs a change to say that the configuration file should be created
if not present, instead of saying the file does not exist.
What called my attention here is the lack of context of the changes (see
my comment in the issue) in the package changelog for such an important
change. I wonder if it is worth to file a bug requesting that more
context is added to that entry.
