Items at the top are under control and have bugs assigned. Mostly Ruby and
PHP packages being stuck. I re-triggered several "/unknown" tests
(infrastructure failures) and queued a few "migration-reference/0" tests to
confirm packages are still in a good shape in the release pocket.
