=> Reset to the proper MIR state. Needs some TODOs resolved.

https://bugs.launchpad.net/bugs/2131789 - haproxy - Doesn't send
periodic WATCHDOG=1 notifications when using systemd-notify (compiled
with USE_SYSTEMD=1)
=> Refined title & context of the issue. Cannot reproduce, asked for
additional information. Incomplete for now.
