They aren't maintained any longer. I used to maintain the NTUOSS mirrors on a
machine hidden behind a publicly accessible lab's server (reverse-proxying and
turning that server into a NAT router). It used to work so well then.
But after the lab keeled over, I made the mistake of revealing our presence to
the Centre for IT Services in NTU and properly registering our server under
their notice. They then just screwed us over and over again, starting by
severely rate-limiting external traffic to/from our server (that's why you guys
found it unrealible), completely screwing over the internal network (5MB/s tops
on a LAN? Really?) and ending by deciding to move us to their internal "cloud"
running IIS.
It's gone for now. I think.

NUS's mirror is actually maintained by staff. They do such a terrible job at it,
it's quite laughable. I think I completely gave up on it after they started
responding with 403 for a segment of the archive and didn't respond to my report
about the issue.
