Please sync arpack++ 2.3-1.1 (universe) from Debian unstable (main) as
it fixes build problems

arpack++ (2.3-1.1) unstable; urgency=low

  * Non-maintainer upload.
  * Don't set DEB_MAKE_BUILD_TARGET, DEB_MAKE_INSTALL_TARGET
    (closes: #577338).
  * Make libarpack++2-dev have a strict versioned dependency on the runtime
    library.
