[Bug 616100] Re: enable libutempter-dev in debian/control file

I changed the changelog entry like so:
 - lucid → maverick
 - libutemter → libutempter-dev
 - also I made it clear that not "all the Ubuntu delta is dropped"


xterm (261-1ubuntu2) maverick; urgency=low

  * debian/control: re-add libutempter-dev to Build-Depends, 
    it's in main now (LP: 616100)

Bug description:
Binary package hint: xterm

libutempter is in "main" now and there is no need to have ubuntu delta that removes libutempter-dev from Build-Depends section in debian/control file
