I updated Utopic repos with apt-get update, but it seems that your version in not in official repos.
I'm ready to test official package.

Status in “tortoisehg” package in Ubuntu:
  Triaged

Bug description:
  Please upload version 3.1.1 of tortoisehg to ubuntu utopic. This
  package is released with mercurial, and our current version doesn't
  work at all, as our mercurial version is newer, see lp:1366300 . In
  this upload, i would also like to add a missing depend on gnome-icon-
  theme-full, see lp:1295579
