I had to make two changes.

a) cacti needs to default to mysqli not mysql for a driver.

b) liphp-adodb needs to cast $this->port to (int) in the call to
mysqli_real_connect.

After doing this:

root at electrostrictive-manuel:/usr/share/cacti# php
site/script_server.php PHP Script Server has Started - Parent is cmd

@Paul, can you confirm things are operational if that is done? I'll work
on packaging changes for this (and file a bug upstream for b)).

  in debian/*, once the bootstrap process, ending with phpunit, doctrine
  and symfony being fully updated, has been completed (Bug # 1522422).
