[Bug 1690489] [NEW] Force sync 0.11.2-1 from Debian Sid

Public bug reported:

Please force sync lxqt-l10n from Debian Sid to Artful.

The reason why the delta exists is because a transitional package was
added to ease package upgrades. Here's the description of the package:

"Description: Language package for liblxqt (transitional package)
 This is a transitional package and can safefly be removed once no other
 packages depend on it."

Here's on my up-to-date Artful system:

$ apt rdepends liblxqt-data
liblxqt-data
Reverse Depends:
  Breaks: liblxqt-l10n (<< 0.11.0)
  Replaces: liblxqt-l10n (<< 0.11.0)

Since LXQt 0.11 has already migrated into the release pocket, it should
be safe to force sync.
