  hexrutils packaging

Bug description:
  We've got a package of the command line script that uploads
  information to HEXR, but we really need it reviewed to get it in to a
  state where it's fine to get into the wild.

  Currently the package is in the ppa at ppa:ce-infrastructure/hexr-
  utils ( https://launchpad.net/~ce-infrastructure/+archive/hexr-utils )

  It should contain a single script, hexr-upload-hw.py, and man pages
  for it.

  The source is in this project.

  Thanks for any reviews anyone can give to get this deployable!
