Bug description:
The varnish-modules source package fails to build only on armhf,
succeeding on all other architectures.
Upgrading varnish to 7.1.0-6 (bug #1971504) makes varnish-vmod-digest
uninstallable on all architectures, and causes an autopkgtest
regression for varnish-modules on armhf

libvmod-re2 has always failed to build in Ubuntu on armhf, and in
Debian on all architectures except amd64, arm64, ppc64, ppc64el and
s390x. Starting with Ubuntu Kinetic the package fails to build on all
architectures (see
https://launchpad.net/~luis220413/+archive/ubuntu/test-
builds/+packages) and tests fail on all architectures, due to a
Varnish ABI change.
