This bug was fixed in the package openfst - 1.7.9-4ubuntu1

Bug description:
  It looks like the build tests are using enough memory that the build
  is killed: https://launchpadlibrarian.net/617386196/buildlog_ubuntu-
  kinetic-amd64.openfst_1.7.9-4_BUILDING.txt.gz

  I experienced this locally too; running sbuild resulted in systemd-
  oomd needing to kill my build process. This should be fixable by
  setting --max-parallel in override_dh_auto_test.
