The upcoming 1.9.24 fwupd release will fix the other bugs that need SRU,
bug 2077411 and bug 2077553.  Will mark all 3 in the changelog.

Bug description:
  [ Impact ]

   * new hardware systems equip with Mediatek scalar not able to get device 
     with fwupd command

  [ Test Plan ]

   * run command "sudo fwupdmgr get-devices" on new hardware system

   * Mediatek scalar device can be listed

  [ Where problems could occur ]

   * This SRU only add new systems id to the mediatek_scalar quirk.
     It won't affect other supported devices.
