Install fwupd 1.9.24-1~24.04.1 from noble-proposed on 202408-34241. Run
command "sudo fwupdmgr get-devices" cat get Mediatek display controller
listed.

Bug description:
  [ Impact ]

   * new hardware systems equip with Mediatek scalar not able to get device 
     with fwupd command

  [ Test Plan ]

   * run command "sudo fwupdmgr get-devices" on new hardware system

   * Mediatek scalar device can be listed

  [ Where problems could occur ]

   * This SRU only add new systems id to the mediatek_scalar quirk.
     It won't affect other supported devices.
