Bug description:
  Please sync spirv-tools 2023.6~rc1-2 (universe) from Debian unstable
  (main)

  Explanation of the Ubuntu delta and why it can be dropped:
    * rules: Disable lto, since it might have broken at least spirv-val.
    * Rebuild against gcc-13.
    * Rebuild against gcc-13.

  
  lto has been disabled in the Debian package as well.

  Changelog entries since current noble version 2023.6~rc1-1ubuntu1:

  spirv-tools (2023.6~rc1-2) unstable; urgency=medium

    * rules: Disable lto, since it breaks at least spirv-val.
