My upstream PR [1] has been merged. In Debian, ICU 76 isn't in unstable
yet. So, this patch is still Ubuntu-specific.

Bug description:
  Two upstream tests fail when run with nodejs 20.18.1+dfsg-1ubuntu2:
   - tokenParser.test.js
      - DateTime.fromFormatExplain() for locale kn
      - DateTime.fromFormatExplain() for locale ta

  The tests fail due to changes in CLDR 46 which is included in ICU
  76.1-1ubuntu2, against which nodejs  20.18.1+dfsg-1ubuntu2 is built.
