Well, I guess this all depends quite a lot on what you intend to do. If you want to record several channels simultaneously with tons of plugins running at the same time, sure you need a fast machine. 
But then it's not a Ubuntu Studio limitation.
I run Ubuntu Studio on my old P3 1.1GHz with 640MB RAM and I'm far happier than I was in my Windows XP days. No ultra-low latencies nor several programs running at the same time, but I can still do a lot of things with a little patience. :^)
