$ flac --help

or

$ flac --version

will show if it's installed.

Assumed FLAC should be installed, then it can't harm to run Ardour,
Audacity etc. in a terminal emulation, to get some information. Perhaps
there are already useful messages available by ~/.xsession-errors after
running Ardour, Audacity or any other app that should use FLAC, after
you tried to use it with such an app.
