The output of cat was powersave for all cpu's.

That said, Paul suggested I give the Ardour ALSA backend a try. (Thanks
Paul, I learned something new about Ardour!)
Unfortunately I got the same results.
So, back to basics, a made a list of things I had and hadn't tried.
Assumptions are the nemesis of trouble shooting. I had grabbed a long-ish
usb cable of unknown origin. When I replaced it with a shorter, brand new
cable the issue went away and seems to work for both JACK and the ALSA only
backend in Ardour.
I assumed if the usb ports were connected the cable was probably ok. Guess
I was wrong. I guess something about the cable was causing high error rates
(capacitance, grounding, shielding, etc.).
