P.S. The new icon sizes are retained if I 
1. Select a different icon theme.
2. Change the icon sizes.
3. Reselect Ubuntu Studio Dark (as Global theme or icon theme)

Using Papirus (or Breeze Dark) instead of Ubuntu Studio Dark not only enables the "Configure Icon Sizes" slider in " System Settings/Appearance/Icons ", but also *is* in fact effective. I had just failed to understand the different categories of icons.
Krusader now allows selection of different icon sizes in the toolbar but doesn't use them.  The toolbar icon size is only affected by "System Settings".
1. If Ubuntu Studio Dark is based on Papirus, why doesn't it support "Configure icon sizes" (System Settings/Appearance/Icons)?
2. What is the difference between "toolbar" and "main toolbar"?
3. The icon size in the (default) "Icons-only Task Manager" doesn't respond to System Settings/Appearance/Icons, nor is there such an option in its "Configure" dialog.  How can I change its icon site?
4. Is there some way to change "Appearance" settings for the whole system, instead of changing them in each user profile?

As an experiment I changed the icon theme in "System Settings" to Papirus and increased the icon size to 48px.  However, I see no change in the UI. Neither the icons in the "Icons only" task manager nor those in any application have changed, even after restarting the system. Toolbar icons in GnuCash and Krusader are mostly monochrome and faded to the point of suggesting that they are disabled, even though they are active.  The "Icon size" option in the context menu of Krusader's toolbar is als ineffective (see https://bugs.kde.org/show_bug.cgi?id=459753).  How can I get icons with decent contrast (preferably color) and size?

My best user experience with ubuntu studio along years have been customizing XCFE GUI environment.

To be honest, the Ubuntu Studio icon theme merely sets the distributor-logo icon as the Ubuntu Studio logo and inherits the Papirus icons. If you don't prefer this, just go to System Settings -> Appearance, -> Icons and select a different theme. If there's nothing there you like, click on "Get New Icons" 
where you can download hundreds more icons themes. You can also browse these at https://store.kde.org, though installation from there is quite a bit more complex.

You are never obligated to stay with the default Ubuntu Studio theme, it's just a starter. Whatever you choose to do is completely up to you. This is one of the reasons why KDE Plasma was chosen as the default desktop environment. 
We saw that our users wanted to make a desktop that suited them, and this desktop provides the most flexibility in that area.

XFCE was discontinued as the default desktop environment for Ubuntu Studio following the release of 20.04. If you are still on 20.04 and haven't upgraded yet, I would encourage you to do so as you have just over 6 months of support left.
