FWIW, with a bit more searching, I eventually found the answer:

pw-metadata -n settings 0 clock.force-quantum <your buffer size>
pw-metadata -n settings 0 clock.force-rate <your sample rate>

Noting here for posterity. It might also be nice to add a sentence to the text description of "configure current audio configuration," something like "This operation uses the 'pw-metadata' command to change the 'settings' properties 'clock.force-quantum' and 'clock.force-rate'" to make it easier for users to search for more documentation.
