[Bug 389642] [NEW] Ship with salut enabled by default

Binary package hint: empathy

At the discussion at UDS I brought up the possibility of having salut
enabled so that emapthy users can find each other on the local network
and have that Just Work. Everyone thought this was a good idea but I am
filing a bug anyway so we don't forget.

I don't know the security implications of this but I recall pitti
nodding his head so it can't be so bad.
