I don't know what is this, but every time I log in my MSN account using
Empathy, I can't use video and voice calls with people that have webcam
and voice capabilties. This Ubuntu 9.1 64 bits is a new installation (I
tested in 32 bits too, it's the same), I don't have special software or
special configurations. My notebook is HP Pavilion 1228 configured for
US citizens.

I have no problems to send you the configuration files you tell me...,
but I don't know about what specific steps you should take to do this...
