Not really arbitrary, I think the list is mostly from the order
telepathy gives Empathy.  However, empathy has some code in it for
sorting jabber based protocols to the top of the list.  In Ubuntu we
have patched that sort to move facebook to the top of the jabber based
protocols.  This was done as part of the social from the start
blueprint.
