This is not perfect yet, but it is much better than what we had before.
Previously incoming calls got added to the messaging menu, without any
special treatment considering it is a time sensitive notification.  This
work is based on this spec:

Eventually we want the same notification dialog to morph into the actual
call dialog.

We are past feature and UI freeze for Natty, but this design should
evolve for Oneiric.
