[Bug 737679] [NEW] topics in rooms do not update or sometimes display

Binary package hint: empathy

#launchpad-dev at freenode rarely displays its topic. I can see via xchat that the topic is

When I set the topic (using /topic) on #launchpad at freenode, I do not see
my change. I do not see other user changes. If I leave the room then
return. I see the updated topic.
