Binary package hint: empathy

Empathy always opens chats in a new window regardless of the preference
setting.

To reproduce:

1. In empathy contact list select edit->preferences
2. Confirm that "Open new chats in separate windows" is NOT ticked (the default.)
3. Open some new chats
4. They open in separate windows
