So, after reading through the logs that apport-bug included it seems
this was an apparmor issue, which makes sense (although there was no
indication of it, but I suppose that is expected).

I'm closing this bug, but have opened bug #843552 about a related
apparmor profile issue (profile doesn't allow local overrides).
