The /usr/lib/telepathy/telepathy-*  portion is missing these rules:
    owner /{,var/}run/user/*/dconf/          w,
    owner /{,var/}run/user/*/dconf/user      rw,

See /usr/lib/telepathy/mission-control-5 part.
