[Bug 1073628] [NEW] Empathy doesnt show message counter in launcher

Public bug reported:

When an IM message arrives, empathy does not show a counter on its
launcher icon in 12.10 like it did in 12.04. Reading around, it seems
some people are experiencing the same problem and its supposedly a bug,
but I havent found any actual bug report for it so here goes.
