If  the people you're trying to save are allied  with a  city state then
keep gifting that gifting that city state units. Otherwise  create  a
city on  that continent,  sell that city  to  another powerful  civ,
then  pay that civ to  declare war on  the ones you're trying to stop.
Having a city there will give them more incentive  to fight and defend
it. If you're Venice  buy  a  city state and sell it. The other civ will
covet it.
