[ubuntu-tn] [ubuntu-rmb] minimum of board members at a meeting

Hey,

You're Torsten, we (the current board) had no written information about the
quorum..

But, as we all already know, there was not only one board years ago, we had
3 boards (one for each TZ slot).. And as we are all Ubuntu members already,
we learned from out meetings and meetings that we contributed to with
"older" board members that the quorum is 4 members, and in the case where
there is no quorum and the candidate is present, the application will be
discussed in the ML..

So, I dig in the Wiki trying to find a written info about the quorum, I
somehow find LP Blueprint[0] page created by sabdfl back to 2006.. The
blueprint links to a wiki page[1] that describes some points about the 3
boards that will be created, including "A quorum of 3 or 4 people"..

The number 4 is also mentioned in this old Welcome[2] wiki page of the
Regional Boards, it's also mentioned in a wiki page about how to deal with
the meeting bot[3] created by me, based on old meetings logs, that's what I
used when I chaired multiple meetings in row, the wiki page was created
because when I was AFK and new members (like Naeil) needed to chair a
meeting they had no idea how to do that..

Besides that, I'd like to mention that I find trace of monthly reports
about the 3 boards activities, but I guess since changing that to one
single board that covers 3 TZ slots the new single board members stopped
doing that, and we (current members) had no information about the
obligation to do that too.. We only email the information the the news team.

I'd like to share with you 2 more wiki pages, the 1st one is about some
helpful documentation[4], and the second one is about the board members
sittings[5], as you can see it's very outdated, and the current (expiring)
board had no information about that wiki page, so no one even read it and
updated it..

Actually, since when I joined this board we where trying to not miss a
single meeting, whatever the slot TZ was.. And with the efforts of Kilos we
managed to do that, and we even voted on adding a 3rd meeting time..
