I talked about this with Martin Pitt on IRC, and he pointed at a couple
of clarifying resources. I'll try to explain the process. (Martin,
please fill in and/or correct me if needed.)

There is a PPA with langpacks which are updated every two weeks:
https://launchpad.net/~ubuntu-langpack/+archive/ppa?field.series_filter=trusty

However, released Ubuntu versions, aka stable releases, are not updated
automatically. Instead, as regards 14.04, langpacks may be copied from
the just mentioned PPA to trusty-proposed, and then to trusty-updates if
tested successfully.

There is a wiki page which outlines the simplified testing procedure
applying to langpack updates. It's also used to document the test result
for respective language.

If I understand it correctly, translations for LTS releases have
typically been updated before the point releases (14.04.1, 14.04.2,
etc.) in the past. Ubuntu 14.04.1 is scheduled to be released on July 24th.

I added a 14.04 section to the wiki page for the purpose with the
1:14.04+20140522 version of the langpacks. Nothing has been copied to
trusty-proposed yet, but I take it that Martin is ready to do so, if
there is an interest from some translation teams to update the archive
with that version.
