I was pretty happy with Gambas [1] as a VB substitute. It doesn't really
run on Windows, however...

As an alternative, why not learn Python [2]? It's pretty easy to get to
grips with, there are lots of online resources and its very well
supported on Ubuntu and even Windows. I also find it nicer to program in
than VB - it's not quite as simple, but it has lots of nice features.

Creating GUIs is a bit more difficult, but with PyGTK [3], Glade and a
bit of practise, you can create useful programs in no-time.
