As the keyboard works in grub and kdm i assume it also works at the
console. Boot to kdm then CTRL+ALT+F1 and then login there. Create a new
user:-
sudo adduser foo
Then set a password. Now switch back to the KDM logon screen and logon
as the new user "foo". If all works okay then it is a user level setting
for the user who has the problem. I would suggest going through the
settings in the kde control center thing ( I don't know it, I don't use
KDE ) and look for keyboard settings, comparing the two users.
