I've used a 3 Huawei dongle on my Ubuntu laptop as well as my UNR EeePC
since 9.04 and it works out of the box.
I suspect the Orange dongles will work fine too. However, none of the
mobile operators in the UK will officially say that they support Linux
and most of the staff have no idea what Linux is.
One thing you could do is bring the laptop into the shop and ask them to
try it out before you buy. If it works, as soon as you plug it in a
configuration window will open asking you what country and service
provider you're using. Once it's configured it will show up in the
Network Manager menu.
