[ubuntu-uk] Code of Conduct changes

The Ubuntu Code of Conduct is one of the founding principles of the 
project, you can read it in full here:

There is also a leadership code of conduct which is here:

These are being updated and merged so there will be just one, and here 
is the draft of it
