You are right, Edit > Preferences appears to be missing in Nautilus in
Quantal.  I will search for a bug report.  In the meantime, however,
if you hit Alt to bring up the HUD and type preferences then it finds
it, but as a top level item rather than under Edit.  Not sure what
that means.  The "Include a Delete command that bypasses the Rubbish
Bin" option is on the Behaviour tab as before.
