1. Outdated? Ubuntu is one Debian revision behind.
2. Every single Ubuntu change needs to be checked and if necessary merged manually: https://wiki.ubuntu.com/UbuntuDevelopment/Merging

Your justification is wrong, "it builds" is not good enough.
