This bug was fixed in the package linkchecker - 4.9-1ubuntu2

linkchecker (4.9-1ubuntu2) intrepid; urgency=low

  * debian/rules:
    Commented out the removal of the README file at post-install
    because the file doesn't get installed which caused a FTBFS (LP: #242662)
