I'm the upstream author of ctsim and also its Debian maintainer. Between ctsim 5.1.0 and 5.1.3, there are a few, relatively small
upstream changes for bug fixes only. These bug fixes significantly affect the GUI appearance making version 5.1.3 display windows work far more correctly than 5.1.0. There are no new features between 5.1.0 and 5.1.3.

I'd recommend Karmic use 5.1.3 as a significant improvement over 5.1.0.
