This bug was fixed in the package rsyslog - 4.2.0-2ubuntu4

  * debian/rsyslog.postrm: Don't delete syslog user
  * debian/rsyslog.postinst: Stop sysklogd from deleting the syslog user
    when removed.  LP: #401056
