[CoLoCo] ! purpose of the coloco list

Unfortunately, I don't think that we are allowed to have another officially
hosted list from Canonical... and it becomes cumbersome for those of us who
have moderator priv's to keep checking even more lists for bounced messages
and whatnot.  : )
