[CoLoCo] Letter to FIRST Robotics about Linux

OK, I've let you guy's proofread it, and at least two FIRST participants.
(one of which I don't think really agreed with me before reading it)

I think I pretty much have the final version. I need to know if "Operating
Systems' and "Open Source" should be capitalised though. I'm also waiting to
get the team number from the Israel team.
