[CoLoCo] Next IRC Meeting

There's a set of rules... Is it Robert's Rules of Order, or similar? ...that is meant
to help proceedings, like meeting planning, go more efficiently. Basically, the meeting
is proposed, seconded, scheduled, and then held as planned. Maybe if we stick with
that... :-)
