[CoLoCo] Organization Structure

If it is not already apparent to those who hang in IRC regularly and who are
active on this team, I am looking to move my leadership to someone else on
the team in the hopes that it will stir the activism to new heights.  Also,
I am becoming busier and busier with my work at school and as an RA so I
feel it is unfair for me to try to commit time to this group and not give it
what it deserves.

At our next release party (coming up in just a few weeks) I'll put out an
official call for a new leader and we'll see if we can vote something in.
