I am not sure what exactly you are trying to get done.  For user
administration issues, I like GOsa.

But, I still use webmin for services.  The ISP that I use also uses
plesk and webmin (OCS Solutions) options.  They run Ubuntu.  They try to
get all their users using Plesk unless they need something like Mongrel,
where they are forced to use Webmin.  Unfortunately I run a mongrel
server, so its webmin for me...  In a ISP like situation, these two make
sense.

However, like I said, if I am setting up a server and want to give ONLY
user admin duties to the end client... I use GOsa and place accounts in
LDAP.
